Carey Smith talks about growth and open space while he was at Rock Hill.

Hardeeville: They've lost three city managers in three years, plus an interim city manager, but now they have a new person to help out, acting manager Carey Smith.

Smith recently retired as the manager of the much larger Rock Hill and Daytona Beach. Perhaps as a sign of a higher pedigree and awareness of the environment, Smith has requested a higher bar be set before he could be forced out by council.
