P&C: DHEC's toothless perception a byproduct of laws
The Post and Courier writes that the S.C. Department of Health and Environmental Control often finds itself unable to respond to a business's track record of bad behavior. The paper says that this is the reason for the department's "toothless perception."
The story is a bit of "me too" in response to The State's thorough look at the performance of the S.C. DHEC. The inability of the department to look at track records is not the core of The State's arguments.
