As many commenters suspected, the "Double Decker Bus Tours" were actually a tribute to April Fools day.
The gag was executed and planned by Charleston ad agency Hook, and we were, admittedly, happy to facilitate.
If anything, the exercise shows how beloved carriage tour companies are to Charleston.
