North Charleston's police focus on local areas, connections

The Post and Courier's Glenn Smith has put together a nice police that explains how the recent growth of the North Charleston Police Department has allowed some sixty officers to focus on local areas and -- more importantly -- getting to know the people in their beat.
It's a method that opens personal connections, and tip offs.
