Economic momentum has been building for some time to increase rail capacity at Charleston's ports, and The Post and Courier reports that a state-generated report encourages the idea.

Even at the long-delayed and not-yet-really-started port on the former Navy base there's a host of problems preventing getting rail in. -- Not the least of which is that adding a rail line would conflict with a planned (and long-debated) $180 million access road for the port.
