Digital TV plays strange role in state prison safety

In what is perhaps one of the strangest stories coming out the switch to digital TV, South Carolina officials are concerned about finding a way to fund the switch to ensure inmates will stay placated.

While TV might seem like an undeserved luxury for inmates, prison officials and inmates say the tube does more than fill year after year of idle hours - it provides a sense of normalcy and is a bargaining chip that encourages good behavior.
