Are South Carolina's leaders making it hard to access stimulus money?

The Indigo Journal writes that something seems to be amiss with South Carolina's implementation of stimulus initiatives.

In part:

I spoke with a business owner in Charleston today who has been trying to arrange for an SBA loan in South Carolina funded by the Recovery Act (Stimulus Bill).  She can't find a SC bank, including the many who accepted TARP funds, that is handling the loans in Charleston that will work with her.  Some banks are making the loans to "existing customers" but not new customers.

The business person took the problem to the Offices of Jim DeMint and Lindsey Graham. ... She hasn't heard back.
