Seeking lower tuition, S.C. puts brakes on college, university construction plans

The public political battle over skyrocketing college tuition in South Carolina has finally seen movement on the front.

The S.C. Budget and Control Board on Wednesday called on the state's public universities and colleges, including the College of Charleston and The Citadel, to put building plans on hold until the institutions promise to cut the rates in their tuition increases if they're planning more than a 7% hike to four-year tuition.
