A mannequin wearing low pants at the City Council meeting. Phenomenal. -- It doesn't have nearly the same effect as the real thing. The proposal has been met with much humor (in council chambers and outside), but City Councilman Wendell Gilliard believes it should be taken more seriously. ABC News 4 reports:
"You guys were laughing about it because it’s funny, but it aint happening in your backyard," said Gilliard.

So what now? The question is focused on the constituinality of such a ban. It's believed that courts would only allow it if wearing low pants can be considered obscene.
