Public housing eviction process called into question

If you live in public housing and don't pay your rent for at least a month, and then don't head a posted eviction notice, you'll soon find your worldly belongings dumped on the curb.

But that process has a number community activists and law makers crying foul.

The question I have is: If people are unable to save their belonging during a lengthy eviction process, will they be able to save them after the storage time runs out? Not saying the process now is right, I just don't know that this is the answer.
