The Republican National Committee voted to enforce penalties on South Carolina and three other states for holding their primaries early. The four states will only get half votes at the convention starting Monday.

However, a plan for the next set of primaries allows exceptions for New Hampshire and South Carolina to hold their primaries before all others.
