Was the S.C. Legislature too timid this year?

From passing a voter I.D. law, to immigration reform, tort reform, and plenty more, thinking of the South Carolina's Legislature efforts as passive this year doesn't seem right.

But what if you look at through the lens of playing safe politics?

That's the case that's waged in a piece over at South Carolina Statehouse Report.

In it Editor Bill Davis draws the conclusion that the state's much needed meaningful reforms (and oft medicine-like taste to voters) were not acted on in favor of do-little point winners like the previously mentioned voter I.D. law.

Not only is 2012 an election year, but the state is redrawing district lines where a demographic shift could easily doom a reelection bid.
