Charleston County teachers overpaid, asked to return money

Ninety-one Charleston County teachers were overpaid and have been asked to pay back the money, all of which amounts to nearly $100,000.
Why was this mistake made? Some are blaming it on the salary schedule. Charleston County froze teacher salaries for a year in order to save some loot, but it looks like some of those teachers received salary increases anyway.
