Jasper County Council has passed an ordinance that imposes a penalty from $25 to $500 for wearing pants 3 inches or more below the waist.

Charleston has considered a similar ordinance, but sidetracked it on fears of legal appeal. The question for charleston was, could the low pants be ruled public indecency.
