The Race for Results report comes from the Annie E. Casey foundation, an organization that aims to help disadvantaged kids.

"I really think it's important to focus on not only how well kids are doing, but the impact that race continues to have on their long-term success," says Laura Speer, associate director of policy reform and advocacy at the foundation.

She says national demographics are changing. For instance, white children are expected to be in the minority by 2018.

The "Read to Succeed Act" would provide students who are held back with intensive reading help to get them caught up. Sen. Harvey Peeler, R-Gaffney, the lead sponsor of the bill, says the goal is not to hold students back, though.

The debate of the bill is scheduled to continue today.
