With so many hospitals, Charleston has many cars displaying disability placards — and that's likely more than the number of cars actually being used by those with disabilities.

This story, in many ways, is nothing new, but digging into past complaints did lead the state to adding photos to all hangers as of January, 2010, but it would seem that hasn't been 100% successful.
