Have you ever heard of the Electric Cooperative of South Carolina?

Through the cooperative, South Carolina residents will be offered the loans that would cover energy upgrades, such as new insulation and heating and air units for up to 225,000 households. Open to both owners and renters, the loans would be paid back through your utility bill.

The program, which is still pending congressional approval, is gaining national popularity and has the support of both Republicans and Democrats in the U.S. House and Senate.

The Post and Courier has a lengthy piece on the ins and outs of the program's development along with some tips on how to shave dollars off of your monthly electric bill.
