Council wants carriages off streets for Blue Angels noise, operators want a test (update: compromise found)

First reporting: With the Blue Angels flying over the downtown district this weekend, Charleston City Council members are worried that the noise could cause a tourist carriage incident, and they want the horses off the streets -- but the operators want a chance to prove their horses won't be spooked.
