S.C.'s budget of the future: A state of fees?

I've finally made it around to reading the various write-ups about the next S.C. budget passing the Senate in the wee hours of Friday morning. 

I put links to all the ones that I liked bellow, but the most interesting was the one from The State. In that story John O'Connor did an adept job of noting how this budget debate is serving as prelude to what will happen next year when federal stimulus dollars evaporate. 

What to do in a state that is morally against raising taxes? Do the same things airline and cell phone companies are famous for: Add fees. Lots of them.

The budget now goes back to the House. Oh, and this year's budget is a meek $5 billion.
