South Carolina updates child protection laws; Some say not enough

A Conway man's custody struggle for his young daughter has revealed serious issues with South Carolina Department of Social Services procedures.

After a lengthy process, Conway resident Johnny Smith finally took custody of his 5-year-old daughter late last year. During the 2 year period, Smith's child was held in out-of-state foster care. The whole incident has received ongoing coverage from Issac Bailey of the The Sun News. His writings were recognized for Journalism Excellence in 2010. As a part of that coverage, the inconsistencies between state and federal child protection laws were brought to light and South Carolina has made a recent effort to correct them.
