North Charleston Mayor Keith Summey caught some criticism once folks realized his wife owns property near some rail lines to be abandoned in the plan that CSX and the city have formed.

But an early opinion from the State Ethics Commission is letting Summey proceed in his debate with Norfolk Southern.
